Construction Phasing

The South Carolina Department of Transportation (SCDOT) is advancing the Carolina Crossroads I-20/26/126 Corridor Improvement Project utilizing a phased project approach. The project will be divided into five separate phases of construction based on the Selected Alternative that was identified during the NEPA process and presented in the final Environmental Impact Statement/Record of Decision in 2019.

CONSTRUCTION

Archer-United JV received Phase 1 NTP in June 2021 for $208 million contract. Archer-United JV is also apparent Best Value Phase 2 design-build contractor at $127 million, announced August 9, 2021.​ Major construction on Phases 1 and 2 will begin in spring and summer 2022, respectively.​ Construction of the entire  corridor is expected to be  completed in 2029.

What is the timeline for construction?

Procurement of Phases 1 and 2 began in April and July of 2020, respectively.

Secretary of Transportation Christy A. Hall signed the contract for the Carolina Crossroads Phase I project in May 2021. The signing formalizes the partnership between SCDOT and the Archer-United Joint Venture (AUJV) for the Phase I project worth $210 million. The public should expect to see major construction activity beginning in spring 2022 with all the work associated with the Phase 1 project being completed by the end of 2024.

On August 9, 2021, SCDOT announced that it is moving forward with a $127 Million contract for Phase 2 with AUJV expected to immediately begin work to finalize the design and other pre-construction activities. The public should anticipate seeing major construction activity begin in summer 2022 with anticipated completion by the end of 2024.

Why is the project divided into five phases?

SCDOT originally advertised Carolina Crossroads as a single project and only received one proposal, which may not have resulted in a competitively priced project. The new plan divides the project into five phases, which supports competitive contractor procurement and provides the best value to the state of South Carolina. Individual phases are being timed strategically to maximize incremental operational improvements in the corridor.

Will construction delay my commute?

As the plan for each phase of construction is developed, SCDOT will provide traffic impacts and detour updates for your travel and commute routes.
